CFO Take: What Riyada's New Startup Indicators Mean for Your Numbers
In October 2026, the SME Development Authority (Riyada) released 11 indicators on Oman's entrepreneurship ecosystem, reported by the Oman Observer on 8 October. The headline is growth at every stage, from ideas to funding. Read as a CFO, the figures say something more useful for founders: the ecosystem is wide at the top and narrow where the money is. Here is what the numbers show and what to do about them.
The figures, as reported
- More than 3,000 startup ideas emerge each year
- Over 50 bootcamps and hackathons run annually
- 310 student projects in technology and innovation fields
- 30 business incubators and 10 accelerators, plus a university incubator linked to 35 colleges
- 338 companies hold the Riyada startup card, with access to 32 government incentives and facilitations
- 101 grants recorded across grants, funding, investment and venture capital

The CFO reading: the funnel narrows at funding
Thousands of ideas a year, hundreds of carded startups, and around a hundred recorded grants. The figures cover different periods, so they are not one cohort, but the shape is clear: support for getting started is broad, and capital is the scarce resource. When capital is scarce, the founders who get it are the ones whose numbers are ready before they ask.
What to do if you hold, or plan to get, the startup card
- Map the 32 incentives to your cost base. List which ones lower a real cost in the next 12 months, and put the saving in your budget with a date. An incentive you do not use is worth nothing.
- Treat a grant as cash only when it lands. Put it in your 13-week cash forecast on the date you realistically expect it, and plan runway without it until it is paid.
- Prepare the evidence funders check: monthly management accounts that close on time, a 13-week cash forecast, a 12 to 24-month driver-based model, unit economics and a clear use of funds.
- Budget for the obligations that come with a grant: milestone reports, spend records and audit trails. Set the tracking up in your accounting system on day one, not at the first report.
